Enterprise Zone

In 1982, Connecticut was the first state in the country to establish a statewide Enterprise Zone Program, where businesses can receive tax incentives for developing properties in distressed areas.

Today, there are 10 types of zone designations, with 43 participating communities across the state. Norwalk is one of them. The City of Norwalk has designated various census tracts or neighborhood areas eligible for tax incentives. The area in Norwalk ranges generally from the southernmost area of Martin Luther King Blvd. and Old Trolley Way to the northernmost boundary of Perry Avenue – bordered to the West by Route 7 and to the East by Main Avenue, Ward and France Streets and the Norwalk River.

If qualified, both businesses and property owners are eligible for tax benefits if they invest, develop or improve the areas.

Norwalk’s Enterprise Zone Terms

An Enterprise Zone applies to property in a designated area to have its real estate assessment fixed for a period of seven years from the time of the improvement according to the following tax schedule:
