Connecticut educates approximately 528,000 students – a 6% decline over the past 10 years, but decline has been inconsistent. While enrollment has dropped across the state, Fairfield County experiences growth. However, cities like Danbury, Norwalk and Stamford have student poverty rise. When contrasted against neighboring towns with restrictive zoning or the overall declining state enrollment, corresponding state funding has not followed. This is due to a politically and economically flawed ECS funding model, litigated for over a decade, specifically hurting Norwalk students and residents.

All school district’s enrollment fluctuate throughout the school year. Norwalk began the school year with 11,360 students and finished with 11,912. Official figures are calculated in October each school year.
